This paper provides a mathematical relationship between Lden and NEF based on a linear correlation estimated from a great number of Environmental Impact Studies of airports, heliports, and water aerodromes. The relationship is NEF=Lden-23,3, derived by linear regression with a 99,9% correlation coefficient. This relationship, allows to use Lden for a very detailed and "objective" characterization of the level of noise impacts, and the associated mitigation measures for different existing or future land users, as defined in the Greek legislation (Presidential Decree 1178/81). The relationship, along with the foreseen limits, create a tool that provides valuable guidance to all parties involved in an EIS of aircraft noise for Greece, as well as for other countries.en
