Local Agenda 21 : η περίπτωση της Ηγουμενίτσας

Abstract

This study is referred to the built environment of Igoumenitsa which we will try to approach through this group project of action [or the sustainable development, LocaI Agenda 21. Ιn particular, we wilI refer to the first IeveI of l0cal authority, the Igoumenitsa's municipality and its surrounding areas. This thesis is basicaIIy divided into two subject sections: The first one concludes the first two chapters and sets the ground [or the thesis. The second one consists of the rest two chapters. Ιn this section the existing situation is developed [or the above municipality. The Iocal actors and the final conclusion wilI finalIy guide to the generation of Local Agenda 21 and as a result of that to the sustainable development of course. In this project we initiate a theoretical introduction which refers to the basic two axes of this research, the sustainable development and Local Agenda 21, their historicaI and meaningfuI dimension and the relative cuπents of theoretical thought and politics. Αn intense effort of d.raining aII the resources is made so that the final image integrates as much as possible. The second chapter begins with a brief report to the intemational and national experience around the sustainabIe deveIopment, the Local Agenda 21. Ιn this part of the thesis some European cities' examples are presented where the LocaI Agenda 21 is implemented. AIso small steps of approach of a Iong-terrn policy such as this of the sustainable development that is adapted by some Greek municipaIities are mentioned. It is vital though that in order to achieve such a goal like this of the Local Agenda 21 it is essential to promote and manage the planning through the organization and the activation of the IocaI actors and the maximum decentralization of urban authorities and resources. The third chapter seems to be critical for the expIanation of many spatial and non-spatiaI phenomena. Especially in that part which refers to the urban progression ofthe town. answers are given for the existing structure and shape of the urban web. Next, we are trying to fιgure the town by mentioning the existing situation, the statistical information for the socioeconomical magnItudes and the demographicaI indicators. This analysis contributes to the rίghr diagnosis ofthe character and the dimensions of the big issues ofthe built environment by starting from the first chaprer so that some particular figures are made for the criticism and the marking that is going tο follow. Ιn the fourth chapter which foIlows the previous one, the iocal actors are presented and how they interact between them for the achievement of short-term or Iong-term aims. This chaprer is based upon the interrogation sheet which is released on the appendix of this study and concentrates the below issues: reIations of the IocaI actors in between, authorities, 50ft of authorities, grade of exercising the authorities, cooperation with co-authoritative factors, issues that are dealt by the certain area as weII as the creation of a shape that is responsibIe for the way towards the sustainable development. The fifth chapter is a final sum of all the above chapters. which deveIops under the obserνation of some points of critisism but aiso, of perspective impIementation of such a program in the urban area of Igoumenitsa. Proposals are also given for the steps in the process deaIing with action made in the iocal authority as weII as in the wider community.
